Arturo has over 38 years’ experience working in Assets and property management within a local authority and Housing Association environment. He has delivered complex projects including transformational change in property services, asset management, sustainability and building safety. He has led responses to government consultation papers such as Building a Safer Future and the Fire Safety Bill, and secured over £3m government funding for zero carbon retrofit works. He is currently engaged with the Department for Levelling Up, Housing and Communities consultation on the review of the Decent Homes Standard and is involved in new guidance on damp and mould. Arturo is a Fellow of the Chartered Association of Building Engineers and a Non-Executive Director of Hilldale Housing Association.

After nearly four decades working in assets and property management, I’ve seen how vital it is that housing providers feel secure — not only for residents, but also for executives, boards and commissioners. Change Housing is uniquely placed to give providers that reassurance, while helping them adapt to a fast-changing sector. That balance of stability and progress really drew me in.

I’ve led complex transformational projects in asset management, building safety, and sustainability, so I understand the pressures providers face. Whether it’s responding to government legislation, preparing for the Decent Homes Standard review, or tackling damp and mould, I can bring practical insight to help partners meet compliance and continue delivering quality housing.

That’s exactly where my focus lies. I’ve worked on responses to the Fire Safety Bill and Building a Safer Future consultation, so I know how critical it is to reassure commissioners and regulators. By working with Change, providers gain the assurance that these challenges are being anticipated, managed, and met — without undermining their independence.

Sustainability is no longer optional — it’s central to financial stability as well as resident wellbeing. I secured over £3m in government funding for zero-carbon retrofit works, and I’m keen to use that experience to help Change Housing partners access funding streams and improve the long-term resilience of their homes.

Safe, affordable, and well-maintained accommodation must remain at the heart of what we do. For providers, that means having the confidence that their assets are being managed responsibly, their compliance obligations are being met, and their financial position is strengthened.
